PKK is involved in the first project of public-private partnerships in the transport industry of the Far East. “Kabarovsk Bypass” is a toll road, which will relieve regional centre road network from transit vehicles and bring the flow of goods outside of the city.
The road will connect three federal highways, the airport and industrial park included in Khabarovsk new territory of advanced development. It is expected that the new route will allow drivers to save about an hour of time. This will be the first toll road in the Far East.
Technical parameters of the project are calculated based on projected throughput of Khabarovsk road network and the surrounding area. The length of the road will be 26.8 km. The roadway will be of a width of 15 meters and have four lanes. 96 thousand cars per day will be able to pass here at a maximum speed of 120 km/h.
Total project cost is RUB 41.1 billion, including funds of the private partner in the amount of RUB 12 billion. Funding source from the Federation, about RUB 18 billion, should become means of "Platon" payment system for the transportation of heavy vehicles. The remaining part, RUB 11.1 billion, will be allocated from the regional budget.
The main objective of the project is to improve the availability and technical condition of the transport infrastructure of the city of Khabarovsk, connect federal roads, as well as to attract extra-budgetary investments to generate an optimal city and regional transport infrastructure. The future development of the project will provide access to the Big Ussuri island and then to the road network of China.
